It's basically rationing.

Regardless of whether there enough parking spaces for everyone - these need to be maintained - and that costs money. It is a user pay system. Why should people who do not own vehicle and therefore do not use parking spaces be expected to pay?

It supplies a great deal of revenue INCOME for the council on a daily basis (or maybe the council should just increase Rates to cover the shortfall and make it FREE PARKING in Christchurch). AND ... the maintenance/enforcement of the parking system is paid out of funds by the USERS ... so why should non users of the system have an issue with them .. ???

Which way would MOST ratepayers choose ... ???

last time I was in ChCh, 2/3 of the town was vacant gravel. So one must be paying for the upkeep of the meter, not the space. Law of supply and demand, joke.

I'm happy to pay for parking on the rare occasion I take the car into town, and prefer the user pays model to generally higher rates in return for free parking I don't use 99.47% of the time.

I'll be keeping an eye out for shifty looking ex policeman parking attendants in future.....

The thing is: when local authorities started all the "User Pays" stuff they never actually reduced rates accordingly.

The correct term, therefore is "User Pays Again"

The funny thing is ... both the residents AND the Council find/want plenty of OTHER stuff to spend Council money on.

Except it's just the council doing the spending. And it's just the residents' money they're spending.

And I'm pretty sure most of the residents consider themselves more than capable of spending their own hard earned money. And there's no doubt at all that they'd do a far better job of it.
