Snuffles - get a couple of the Wellington KB crew to pop around and show her how it is done... to take her throu a couple of training sessions.
you know a couple of hours to teaching her the basics.
It may be better coming from them to show her as you maybe loosing a bit of patience...
She will get the hang of it... it all takes time.
if its her height making it hard for her to put her feet down at intersections, look into having the seat lowered a bit, or soften up the shocks a little

where does she put her feet? if she puts them down by the pegs, they are too far back - most of the weight of the bike is forward of that point, and it is difficult to stop once it starts going.
make sure she is putting her feet down 'under' the tank, or at least forward of the pegs. make sure she has light brake pressure on the front brake to stop it rolling forward, or it will move her point of (off)balance to under the pegs again.
if the bike is too high for he to do this, then get it lowered, or get a bike that she can.

sounds dumb but I suspect that the bike may be a tadd tall for her--the foam thing will confirm if Im right or wrong.--If Im right then try having the seat reshaped to a lower height
