Mmm, an interesting one this. My H-D has its standard pipes fitted and will stay that way. At the moment we seem to have more than our fair share of H-D riders down our way and they aren't the most social of types.
Still, each to their own I guess
Just standard Police procedure for officers having a busy day. You were unlucky to be stopped. BUT ... you were. I hope you didn't make a "Revenue Gatherer's" type comment. Apparently they (well some) don't like that.
The rules (as already stated) are clear. You WERE in breach of Legislation. suck it up and pay.
You DO have a legal right to fight it in Court. Get the pipes officially tested with a printed result. If it is UNDER the legal requirement ... Fight it in court. Some judges don't like the "Ticket Seller" cops either. If you know they are too loud ... fighting it is pointless. If the pipes are under the specified max limit ... NOT fighting it is gutless.
The ball is now in your court. Do something or do nothing ... and pay the fines.

Presumably you refer to your number plate being mounted vertically, rather than horizontally? Possibly on one side of your bike?
A plate has to be visible from behind and off to the side (exact angles are in the reference document used for bikes) so yours might not be visible from one side?
As for the pipes on a harley fergusson. They make a loud farting noise which isn't exactly pleasant, so get them neutred.

EMGO make some nice muflers at around $150 a pop as opposed to $750 ones with silly huge logos on them.
I was told by the NZTA inspector that carried out my last WOF audit that you'd be surprised at how loud an exhaust needs to be before it would fail the decibel test.
If it's good enough for the cops to say "I think it's too loud", it's good enough for me to say "I think it's fine".
