    The focus is clearly on how people get caught.

    This is a self-defence mechanism used by those seeking to divert attention from the fact that they got caught.

    All this discussion about how people get caught rather than that fact that they got caught is spurious.

    If people didn't exceed speed limits, there would be no speed cameras.

    So there.
