From what I have personally seen and heard (from umm... listening to the scanners) they quite often use cellphones instead now. I'm not sure if the encrypted radios are up and running in NZ yet either.

Who needs a scanner when your bike tool kit already contains allen keys... a quick couple of twists before leaving the garage and you've just made it 150 x less likely that you'll be caught by the police.
The downside is you've just made it 143 x more likely that they'll attempt to catch you in the first place. But if you're already going to be practicing... ahem... emergency braking/accelerating maneouvres... umm... that must add another 100 x more likelihood they'll want a chat.
