checking legalities of vehicles using frame numbers

I have the frame number of the motorbike my friend is going to buy.

The bike has been deVINned and so he suspects it may be stolen.

would a member of the police (or anyone else with access) run the frame number through the system and see what comes up for my friend?

It would be most appreciated if someone could.

    The frame number is ng11a-th301723

a reply via PM would be best i think, green bling and a beer if we ever meet is up for grabs
