Nail the fuckers. Confiscate the car and sell it.

Repeat offenders lose the car AND their licence for a year. Then it's time to resit - starting over as a learner

3 time offenders lose the car, lose the licence for life, and spend time behind bars

If there is an accident they get to skip a step above (i.e. go straight to 2, or from 1 straight to 3)

If they hurt or kill someone they skip 2 steps.

edit - oh yeah - none of this special "licencing" for jobs etc either. You done bad, you can't be trusted with a car - you need a new job or an alternate way of getting around.
