After reading the OP I made an enquiry (Roadsafe, Wellington): here are the relevant bits:
...as of 17 November 2005, Land Transport suspended the CBTA trial programme.
Approvals must be lodged with Land Transport by 10 December 2005,
all courses must be completed by 31 January 2006,
and your license applied for by 10 February 2006.
Exemptions for over 250cc motorcycles will not be accepted unless ... registered ownership ... for a period of more than 6 months ...
...Land Transport are currently taking 2 - 3 weeks to process approvals.

I'm in the last course in albany which is the 21st of JanI applied several weeks ago although I am yet to receive my acceptance yet. The Passrite lady said I just made the cut though when I talked to her and luckily....I don't have any speeding tickets.....yet.

I asked PassRight about the 10th December deadline and whether I would be able to apply for the Restricted-Full on the same day (assuming I pass) but nobody seemed to know.
I'll be asking them on the day cause I really want to get my full as early as possible.
