Yea that sounds like an STG (Special Tactics Group) vehicle, they are based on the same set up that the SAS have for their Counter Terrorism Unit vehicles. There are also the company cars for senior management. Very discreet, but with hidden flashers.
I always found that interesting, why don't Area Commanders, etc. drive marked cars?
They might get a taste of modern Policing if they did.
