Because there are so many retarded people texting or yakking on the phone when they should be driving because, like all people of diminished intellect, they are incapable of assessing how stupid they are and in fact think they're geniuses capable of simultaneously writing a letter and keeping an eye on the road.

We need a law to make cellphone use while driving illegal in order to spell out, in words of one syllable for these morons: "do not do it!"

The commercials might appear that the UK takes a grim view of people who don't pay attention but there is a flaw in that.
I have seen plenty of commercials posted on the net about biking and road safety but never actually see them on TV.
I don't watch a phenomenal amount of TV, but the stuff I do never contains bike ads.
