Never heard that one before. Besides do cops have the ability to apply descretion?
My understanding is ( and I am sure that I will be corrected on this by one of our resident law enforcement guys) that the officers have the discretion up to 10kmh over the limit. That does not mean they will not ticket you for 105 in a 100 just that they dont have to. Once you are over the 10 kmh they do not have a choice but must issue a ticket.
I would imagine that they have the power to ticket you for travelling under the speed limit if that speed was considered excessive for the conditions i.e heavy fog .
Same rules apply down here, 10kph max tolerance, except for schools, which it drops to a 5kph tolerance.
A week or two ago they went on a huge clamp-down, spent the entire week trawling the city pinging everyone who was speeding or didn't signal whilst exiting a major roundabout.
