OK, here's the wiring diagram for a CBR400 .
If neither side works, problem has to be on the common side of the switch (unless it's wierd like a BMW).
Diagram shows three wires into relay unit. One (black/brown I think) looks like feed from the ignition (THROUGH A FUSE !.).
Use some sort of continuity tester (voltmeter if you can, or a bulb on a couple of wires). Check for current between that wire and earth (make sure it really is earth, not all metal bits on modern bikes are earthy) . If no current there (ignition switch on remember), it's either a fuse (!!) or wiring to the fuse unit (very unlikely)
Did I mention to check the fuse ?
If you've got current there, the other wire is green I think, looks like common earth. Check for current across the (now known good) black/brown, and the green. If that's OK your earth is prolly OK. So must be the gray wire to the switch unit. Or the switch. Or the fuse. Or 4 blown bulbs.
Check and inspect each of them (to test the wire from flasher unit to switch, just connect another known good bit of wire from unit to switch - or, better from unit to one side of switch output). Has to be one of those . If they are all good, it's the flasher unit, but unlikely if you've tried two replacements.
M'self, I'd check the fuse again.
