    Why not? Is the rego plate even in a WOF? Somehow I doubt it as you need a WOF before you can get a Reg. And also why would it not be? It is visible from the rear, more so than the people with towbars obscuring their plates, sure the flippy thing would kill it though.

    Personally would not use screws, something like rivets would be nearly flush with the bottom.

    Actually no, a motor vehicle can have a wof without a rego. Just stroll onto any car yard and look at the wof sticker on freshly imported vehicles, the wof inspector will put the chassis number where they normally put the rego. In fact every imported vehicle gets a wof before it can be registered, and if this expires before the vehicle gets rego'ed a normal wof shop can issue a new wof.
