They talk about having to give an exemption to motorcycles because they're difficult to monitor and photograph.

I've been to Europe and have seen first hand the tolling systems. I'd be glad if we can decentralize some of the cities. Sure, property prices are about to crumble in the zone unless residents are given a 'pass' but that's something that is going to have to be brought up in a submission.
