From what I understand (having never ridden a ZXR250) they weigh fairly similar, and maneuver about the same, but are about double the HP ratings.

Well worth picking one up... as to price... sounds about right... don't expect a mint one though, they're getting harder to come by (especially when dicks like me crash them )

Ok having owned all three of the mentioned bikes I might as well put my 2c in.

First of all the zxr400 is nothing like the 250. It is a lot bigger and heavier in the corners than the 250 and doesn't handel as well.
The 250 is awesome but you really gotta make her scream and she'll treat ya right. It takes a lot to ride them to thier full potential (been there ... and beyond) The 600 is another kettle of fish all together. If you can honestly say you've ridden the zxr250 to the very limit then you may find it better to go to the 600. I've got a 98 and it handels / the power is way better than my 1990 400 (the 400 are pretty old tech so newer 600's are better) they are about the same "weight" in the corners. You just have to respect the power and size of a 600 more in the tighter stuff.

I would look at a:

-ZXR400: Common bike, very strong motor (cam chain can be a problem) and has the most room... Stock it is the most powerful, but is slightly on the weighty side...

-VFR400 (NC30): Huge midrange power making it awesome for road riding. Not as much power as the ZXR but it is lighter in weight. Biggest con is it generally has a 18 inch rear rim making it a bitch to get good rubber for it...and it doesnt have alot of leg room (more than a 250 though)

-RVF400 (NC35): Slightly less power than the NC30 (very marginal though) biggest pro over the NC30 is that it has a 17 inch rear rim and its newer...

Biggest deciding factor... Licence.... After buying a brand new K5 GSX-R600, and crashing it on some oil mid corner... then spending 10 grand and 11 months fixing it because i only had a restricted licence... I would definately have a full licence and full insurance (if i did it again)

HP does not make you faster... To be fast you first have to be slow, and to get faster you have to be smooth and learn how to blend your braking, countersteering and throttle control into one (aswell as corner judgement) Thus it is possible to go faster and better than someone with moderate skills on a bigger bike.

But if the upgrade is really wanted. 400 is the best next step. 0-100kmh in just over 4 seconds, high 12 second 1/4 mile times and a top speed of about 220kmh...

plenty of room for improvement mate... Are you aware of what countersteering is? (Pushing the left clipon to go around left corners and pushing the right clipon to go around right corners)... Understanding this is fundamental to going faster.... If you feel you have entered a corner too fast, dont brake or back of the throttle, just push the respective clipon to lean the bike over further... The bike wont slide or fall over, aslong as your tyres are warm enough, because you have plenty of rubber left to still come over in contact with the road.

I wouldnt upgrade yet mate, not that your not ready for the acceleration or speed of a bigger bike, but that you can still improve in the corners...

But you could be happy with tyres that have chicken strips of about 2-5mm instead of the 25-30mm that they currently are... Come on some KB rides or shoot out to the track and have a blat

Yeh those strips are pretty big eh... mine are the same, but I've only been commuting since I put the new tyre on.

How about coming out on a coro ride at some point, that's the best practice I've had of how to take corners, plenty of them to practice on

Just keep an eye for rides posted in the meetings and events thread... weather is a bit hit and miss this time of year, but as summer rolls around there'll usually be a coro loop or two on the weekend you can tag along.

Oh the GSXR400 auction, too much money for the amount of kms imho. Better off with something much later, a 600, say 97 onwards (ZX6R, GSXR600). Still, I'd keep with the ZXR250 myself for a wee while.
