I think they're torque arms. The brakes are mounted on them so that any torque produced by the brakes is taken by them instead of the main forks, simplifying the job the forks have to do.

trick alrite, pretty much standard issue on all the ohlins shod GP bikes (250s and 125's as well), some SBK teams are running em, think Showa have something simalar to the ohlins setup.
