Where to get a new CBR400RR NC23 Air Filter elements?

This consists of two filter elements. Can anyone confirm whether the paper filter elements can be taken out for replacement or do I need to get the complete set - ie. the plastic piece as well that hold the filter elements. What is the cost like? Thanks.

You will need to replace the whole unit. Goto your local honda dealer they will have prices. Unfortunately these are not cheap, UniFilter may have a cheaper alternative as honda can be very expensive.
If its not well and truely shagged give it a blow out with an air hose!
