I'm pretty sure my stock pipe will pass - there's been a lot of noise limit discussions on the XT225 forum and the consensus is the bike passes with some slightly noisier aftermarket cans.
I fear the boi racers are just going to do what they can to get around it anyway - like swapping the exhaust before any tests and checks and going back to the noisy one immediately afterwards.

No law that says your bike has to be able to do whatever rpm. shut down the limiters on the throttle and make your high speed machine into a meek kitten, or close up the airbox, or unplug a couple of sparkplugs, or put a little kink in your fuel line, or bash in your pipes with a hammer!
