no VIN mentioned, doesnt the chassis = vin?

VIN contains part of the chassis number, but also other information such as class of vehicle, imported year, etc. This is the case for Japanese imports, for example on European imports the VIN is the chassis number. If the bike had been VIN'ed it would be traceable to who payed for that service, most probably the person who imported, and an owner could be found. If the bike never made it through that procedure, while it would be harder it would be possible to find out who through shipping and customs details, unless it was 'snuck' into the country. Not every container gets searched. If the guy is legit with his story such as involving the Police, etc then you could buy it and have the ownership in your name.
