I have had a brief read, and my thoughts so far:
    1. Motorcycles seem to have had a lot more attention in this plan, I would say directly related to KB presence. Good show.
    2. They are still twisting speed as the major problem, then alcohol, then young drivers. This document has so much spin it's making me dizzy.
    3. This will be filed to the bottom of the pile. In the lavatory. No one will actually read it, it's just for us to keep our chins up and say "our thoughts were heard!" until we're told to bend over next year.

"The motorist has been consulted with" is what you will hear, and then they will still bend us over for a rodgering...
