My opinion (I said this in another CB13 thread also) is that they're harking back to CB1100R days (the first model with the half-fairing - 1100RB).
I like it, looks retro and still up to date at the same time.

The CB1300S is a cool bike, I really like it. But I don't like the red frame on the 07 model, they should have left it black! IMO it's starting to look like one of those really bad custom jobs where the owner starts out by painting a few bolt heads here and there, then it all gets a little out of control. Also, I don't dislike the Gold wheels but I fail see how they really tie into the Red/White paint job.

That looks hot! Would my bike look stupid in red and white? I'm liking that look. Not as keen on the red+blue+white Honda style; it reminds me of American flag, but the red+white looks wicked. I like the half-fairing too, it's nice being able to see the important bits on a bike instead of covering them all up.
