Probably thought he had good cause to stop you, after all 150 -200 meters reversing in a car park could be considered "strange". Not like they would see it every day.

The ammendments to the Land Transport Act state something to the effect that a road is where a vehicle can access. Supermarket carparks are there deemed to be roads and the laws of the Act applies to them.
