The early RGV s were prone too wearing ( i think off top of head ) ,, power valves and had a habit of picking up pistons, ( least that is the word round the auctions )

Hey dude ive got the same engine ..
if it is the powervalves, I have a mannual for my bike showing how they should be set up, but you probably have a mannual for your bike, if not rgv250.co.uk
What I do know is under your seat behind the battery, there is a female connector like an indicator one - this should have a grey wire and not be connected to anything - this is for testing the powervalves,
If I remember correctly you have to get a piece of wire and connect it to the negative on your battery, I think the ignition is supposed to be on, but not the engine..
This should open and close your powervalves in sync I believe..

Have your cylinders been apart since the top end rebuild ?
I only ask because you say everything was sweet before the top end rebuild
and youve taken it up to 9 thou ...shouldnt you have run it in for 50km's too a 100km or so ?
Anyway its probably something simple, as for 2strokes - Chris at mount eden seems to be pretty good, and Id probably get a top end done there..
But I have been told about a 2STROKE TUNING WORKS place on wairau road in Glenfield which is 2min from my place, and I intend to check it out, I think they advertise in kiwirider..

I also have a feeling that the arrow pipes are designed to work with something else, like the jetting kits you can get on trademe, I know they are designed to work with the arrow cans.
Check all the major things, Is it definately running/sparking on both cylinders ?
you hadnt left the fuel sitting over the rebuild ?
download some diagrams and check what you can - oil pump lines up right..
Its amazing what gets taken apart then not replaced exactly the same
Spectrum motorcycles in takapuna is good for 2strokes
alternately I know a guy in West auckland who can probably sort your problem and hes not very expensive, he does it from home and works quickly.
He recently rebuilt my mates 91rgv after he stuffed his crank and bought another engine and did a full rebuild from the 2. - Now my mates bike is reliable as and purrs...
I could get the number if you need it

Try Lincoln at Race and Recreation Powersports on the shore, best I've ever seen work on a two stroke motor and he has a dyno 4448101

When you broadly compare bikes like that, one assumes you mean given the same rider
