Take your pick:
4 strokes- Kawasaki ZXR250
- Honda CBR250 (R/RR)
- Suzuki GSXR250
- Yamaha FZR250 all inline 4, fully faired and considered the fastest of the 250 4 strokes.
2 strokes - Suzuki RGV250
- Honda NSR250
- Kawasaki KR-1S
- Aprilla RS250 but your too poor to buy one of those i'm afraid.

One with two tires, good motor, a style that you like, something that you're proud to be riding, inspected by a mechanic (if your not that way minded) and most important a bike!
Don't get too bogged down by too much advice. Find something that you like, get it inspected and enjoy it. I rode a hell of a lot, even owned a few that weren't for me but at least now I know what my thing is. By all means ask other owners of what your interested in, what they think though. You can learn a lot that way.
Have fun!
