Compliance question

Greetings all.

A quick question about motorbike compliance that I am sure is totally obvious. I recently picked up a Zeal 250 from a fella who has owned it for the past 12 months. It was advertised as a 1993 model. When I brought it home and checked his old greenslip from last year as well as the new pink slip he had done, there is no mention of manufacture date. All it says is Compliance Date 1998. What does this mean? Does it mean that the bike was first registered in 1998 and had been doing nothing til then? Do the km's only date back to 1998 and not 1993?? Or....?

The Blue Slip should give you all the information you need,ask the owner for the blue slip,if he won't give it to you call the Cops.
