Mine is certainly displayed as close as possible to the registraion plate. On the back of it, to be precise, where you can't actually see it unless you go looking. Same as my WOF. Come to think of it, it's even bolted to the right-hand side of the plate.
As for Melon's case. Write in, contest, and include an invoice for the time you spent writing the letter and justify it on the blatant incompetence of the parking nazi involved. They won't pay it, but it should ensure the parking warden gets a reaming from his boss.
Dumb idea just came to me: get one of those labllers at work (everyone has them, don't they?) and make a sticker that says "the rego is on the right side swingarm" and stick it on your plate.
The parking knob can hardly say they looked properly if they miss that.

I used to keep mine on the inside of the side cover because there was nowhere else (before the brackets were available and no swing arm) and was told by testing station staff that this was perfectly legitimate. Back then you had two weeks to prove you had one.
