If it wasn't for a concise set of rules, we might have to resort to common sense!
I don't get enough tickets to come up with a statistically-valid comparison, but I am universally polite every time I'm pulled over. And I get a ticket every time. But I've never been pulled over whilst on my bike.

Quota's not withstanding:
It's really common sense actually.
If the officer speaks to you(or lectures you) and finds that you lack comprehension and responsibility for the offence he will take the next step up and issue a ticket.
So to make it more simple: If a verbal warning is a waste of time, resort to alternative means to modify the motorists behaviour.
If it means the difference between me being polite and not getting a ticket for being a restricted rider on a 400.... easy choice and the smart one.
