Are you talking just parking buildings or all car spaces?

Back in the 80s the Auckland City Council had a policy of only one vehicle per space. The Auckland motorcycle club got a group of bikers to cruise Queen St and surrounds on a Friday night. When a car left a space a bike would take it. The council soon relented and allowed multiple bikes to occupy one space.
