In a normal situation the reaction can be seconds. I find after riding for some time just uncurling the fingers to place them over the front brake lever can take quite a long time.
IMHO you can apply the brake quicker in a cage than on a bike so keeping a good following distance is very important on a bike.

Tried Imdying's cheat trick....0.265....then the fair way and was quicker at 0.25
