Ummmmm no… just because someone has been given the opportunity to be stupid, does not mean they will be stupid. Nor should lack of license or experience preclude you from getting a bike as a prize, as having both definitely doesn’t preclude anyone from being stupid on their newly won Gixxer/R1/’Blade either.
You can’t protect the world from stupid people, or expect everyone else to live their lives by daft rules that supposedly protect them from stupid people… you know, that freedom of choice, taking responsibility for your own actions sort of stuff…
Maybe the prize could be an option of bikes or bike related gear to a value, so if you cant ride you get a learner bike and some proper training right through to your full licence?
When/if Lams comes in will expand the prize list nicely.

year why not put two exspensive bikes on the spinning wheel. One for you and your partner and if single then two for you. They have a car on the wheel how freaken rachist.

Full two week track day(err weeks), wages paid (no effect on the family for my selfish hobby), with a variety of experts on hand to sort my shit riding out (bit harsh because I know how to make the wheels go round and round), a "no consequence" loan bike (by that I mean I baby engines to much) or bikes, half the event in wet conditions (I need it) and a few days relating it all to what ever style of bike I'm on at the time in the real world, plus accommodation.
An odd prize but a hell of a fortnight.
