The difference in power figures is because the European model gets different heads, cams, FI & computer, upgraded electrics,(42hp) and suspension over the US model which puts the cost of the European model above US$6000 (Look at the pricing on the new Yamaha WR250R & X.) Very few people will spend that much on a 250 in the US when the SV-650S is US$6500. So they get the budget model wth poorer suspension and carbs. (35hp) The smaller high-end bikes only work economically in countries with tiered licensing systems like here in NZ, but would anyone be willing to pay US$6000 for a learner/commuter.

In Europe from 2012 (iirc) there will be even more steps to biking: 15bhp or less (no test required), 33bhp or less (test), and 47bhp or less (test). Greater than 47bhp will only be available once a rider is over 24 and has passed the 33bhp and 47bhp practical tests.
With this bike at 42bhp (unrestricted) it's a perfect fit for those niches. I only hope we see something similar from other marques.

Hmm... I have been looking at getting a bike for a good three months or more. Have learn't to ride. Now I have the cash and ready to get something.
I have liked the 07 GPX250, I can get a brand new bike, won't give me any trouble in the year I have it before upgrading, then I can sell it so long is its still in nice condition with out to much money lost.
My worry is will the 08 version mean that people won't be happy to buy an 07 thats a year old and done a few ks for $5000 when they could get this flash new one for a grand or so more.
Hmm... What to do.
My other choice is to go for a 2001 Hornet 250.
It is quite a possibility that the market for the 07 GPX 250 (and previous) will almost drop all together... have you looked at other sources of single-cylinder 250s to "get you by" until the 08 GPX 250 comes out? There's the Honda CBF250 and the Yamaha ScorpioZ 250... both decent single-cylinder 250s, brand new off the showroom floor... although I think the Yamaha is the cheaper one... and a naked bike (personal opinion) is better to learn on in case you drop it, or do some stupid mistake (like I, and a lot of other bikers did when they were learning to ride) and ... well, drop it... fairing damage is never good, and by starting off on a naked bike, even if just for a few months while you go from learner's to restricted, and then you'll have another bike to look forward to when you get your restricted...

Why take the depreciation hit on a new bike. You're probably right that once the 08 GPX lands no-one will pay anything for the old shape. Especially with so many 80's onwards models being exactly the same apart from km's.
Hornet/Bandit/VTR250 are all probably better choices for a first bike.
This whole graduated license deal would just drive me CRAZY. The very idea that a person could be expected to go off and fight for thier country as a soldier.......mind you that could mean operating all sorts of dangerous and powerfull military equipment ranging from tanks, apc's, MOTORCYCLES, fighter/bomber aircraft, helicopters, etc.....but couldnt ride a motorcycle over 47hp on public roads b/c of thier age......its just beyond belief really.
Hell....they could legally adopt and raise a child for christs sake......but could they ride around on a 48hp motorcycle? Nope. That would just be irresponsible for a society to let that sort of thing happen.

WTF are you on about? We're talking 250cc here. Capacity for capacity IL4 sports is faster than V2...
For instance:
2006 R6 vs 2006 Moster 600... which is faster?
2006 GSXR750 vs Ducati 749... which isfaster?
2006 R1 vs Ducati 999... which is faster?
Of course for the 749 and 999 you are going to take the full spec Ducati versus a 'stock' GSXR/R1... but if we talk just the basic model and not the Ducati R or S or which ever is their 'best', the IL4 is faster.
When you look at 250 four stroke 'sport' bikes you will not find anything faster than the IL4's like the FZR/CBR/ZXR's... they get minimum 180kmh... some have been clocked up to closer to 200kmh. They were pretty highly tuned bikes from the factory... the VTR250/GT250's are good for around 140-150kmh, and the GPX/ZZR is good for 160-170kmh at a stretch, and the are of a more 'mild' tune, no doubt though still getting near max power for their displacement. I think a 20-40kmh speed advantage can fairly be said to be 'way faster' when we are talking in the range of 10-20% of max speed.
