If it wasn't for a concise set of rules, we might have to resort to common sense!
The other thing that occurs to me is that if the brakes came on without the use of the pedal, then there's a reasonable chance the brake light didn't come on either - and I've heard that used as an exception to the 'following vehicle is always at fault' rule.
