I'm not worthy 
The ever-helpful Frosty has solved my steering head problems by correctly diagnosing the problem.
My bottom triple clamp bearing was not pushed on dead straight.
This has meant that I found it hard to get a good balance between tightening it up and having it binding in the centre, or leaving it a bit loose and having it give a little "click" when I put the brakes on.
The solution?
Take the tank and top triple clamps off, loosen off the clip-ons and torque the steering head down as tight as possible until you can hardly turn the bars. Now try and turn the bars. Loosen off the steering until it doesn't bind at all. Then repeat the procedure a few times.
Eventually the bottom bearing pulled into line. 
I love my bike again.

And I to my motorcycle parked like the soul of the junkyard. Restored, a bicycle fleshed with power, and tore off. Up Highway 106 continually drunk on the wind in my mouth. Wringing the handlebar for speed, wild to be wreckage forever.
