Not true, and in England there has been a test case of this. A man was charged by the police for obstructing the course of law because he positioned himself a couple miles down the road with a sign warning of a speed trap further ahead. The case went to court, where the magistrate asked the prosecuting officer what the point of the speed trap was, whether it was for lowering the speed of drivers or collecting revenue. Of course the officer replied that it was to lower drivers speeds, to which the magistrate pointed out that this gentleman was actually helping the police and wider community, by encouraging others to slow down. Case thrown out.
Sounds like the cardboard patrol cars they trialled around road works.
