Yep - Formal meeting protocol/rules: To 'second' is a formal way of saying you support a 'motion' (an idea) in a meeting.
The 'motion' is 'moved' by the person that came up with the idea, a 'seconder' supports it, and it is voted on by everyone at the meeting, and if there is enough support, it is 'carried' - so the group agree to carry out the motion/idea.
It's weird eh?
For example - Committee on the colour of the environment:
Person A: "I move that the sky is green!" (Mover of motion)
Chair of meeting: "Who will second that motion?"
Person B: "I second that the sky is green!" (Seconder of motion = supporter of person A's idea)
Chair: "All in favour please say 'aye'."
Lots of people all at the same time: "Aye, aye, aYe"
Chair: "All opposed?"
People: (just a few in this example - but could be many) "Nae!"
Chair: "Any abstentions?" (People who choose not to agree or disagree abstain)
Chair: "Motion carried, the sky is now green!"
If the 'Ayes' and the 'naes' sound the same, a count may be taken, some motions may be voted on in a secret ballot (pieces of paper put in a box)
There are more strange words to do with meetings too. All to do with making sure ideas have the necessary support of enough people.
It's all part of the alien language of administration and government.

No. That's a Point of Information "Mr Chair, I rise on a point of information, the sky is green". It's a statement of existing fact (albeit an incorrect one, ).
The motion would have ot be something like "I move that this committee issue instructions that the sky be painted green with immediate effect"
And the chair should have asked if anyone wished to speak to the motion before putting it. (Lots of motions, no-one does wish to speak to them, they are lonely and unhappy motions, some probably go off and commit sucide)
