Dont try to achieve too much too quickly on your bike when you get one (respect that it can be a lethal weapon) and you might just make it to middle age like some of us old farts...

At present New Zealand has a 250 cc limit for both Learners and restricted. The proposed new law will replace that 250 cc limit with a power to weight limit of 150 kw/tonne. The weight is the combined weight of bike and an assumed weight for the rider. There will still be an overall limit of 650 cc.
Son of a bitch, been living in denial this whole time. Adding the rider weight is a bonus! Cheers for clearing that up.

Regarding Textile jackets v Leather, I am an all-weather commuter, I have previously had leather, but it leaked & got wet even when I took excellent care of it. Now I have a dri-rider textile jacket, and it is awesome - it works really well even in a downpour, I arrive dry. But it was very hot in the hot part of summer, even with all the vents open and the lining removed.
    Good luck out there.
