Headlight modulators?

Are these used over here, or are they even legal?
I have noticed that overseas they are quite common but to be honest I have never seen one in operation.
For those that don't know what they are, they are a device that keeps your headlight in a flashing mode for daylight riding. Thay have to be able to turn off for night riding. Supposed to be for increased visiability.
I am not sure what I think of them, probably be quite annoying having one behind you if you are in your car.

I have seen a tail-light device that flashes if a vehicle gets too close behind you.

I do believe in spot lights for daylight visability but possibly these other devices border on "a bit too much"?
Any thoughts on this?

Don't know about modulators. Sometimes called wig-wag lights I think.

I think will work good for line splitting, more cars will move away, sort of lights

seen one on a gold wing recently. Firstly I thought he was a motorcycle cop, then I thought his headlight was loose and flopping around. It really caught my attention.

They are illegal, as are tail-light flashers. I had one of the latter on my bike, and it failed a WOF. The reason is apparently because they cause target fixation ("Oooooh... lookit the pretty flashing lights....")
Interestingly (or not), the LTSA (who decreed them to be bad in the first place) was recently(ish) proposing to make them mandatory to reduce the number of accidents involving motorbikes....
