Who gave you the price of $48? If you do it through a school, expect almost a full day of professional tuition. $48 dollars wont cover that. $120 is a bargin as you will certainly learn important skills that will help your riding develop faster and may very well save your life one day!
I've got to say it seems that all the Basic Handling Testing places up north are on to a bit of a junket there from what I hear. Here in CHCH you can just do the test for around $50. No bullshit extra charges to hire their bike, no 'training' you don't want or need.
All I can suggest is you ring around and try not to pay for what you don't want or need.

Having recently just gone through this myself I can offer a bit of an explaination. In the wisdom of the LTSA's website they state you can sit your bht with a police officer for around $48.00. Personally I could not find one that would so I used a riding school. For just the test and borrow of a bike cost me a whole $60 here in Sth Aucks. EVERYONE I spoke to said to use a bike school as they are more inclined to help you pass the test, and not just to sit it.

My husband and I recently did our Basic Handling through REAP for about $70 and our son just did his in Tauranga for $60. You really need to ring around. Maybe start with the bike shops or something.
