    I put this up in response to a post and then realised that I'd answered the wrong question and things were wildly out of context. I promptly deleted it (within 30 seconds).

    My post was supposed to answer a question on the revenue collection theory when the post I was responding to was actually asking about the quota.

    This begs the question as to why... I can't think of a single reason to deliberately add error to any measuring device. Curious...
