The greenies want to force these things on us, and have pie-in-the-sky ideas of how the down-sides will be dealt with.
No matter how many toxic bulb recycling station are set up - many people will still just chuck them in their normal household rubbish.
Perhaps sad, but that's reality.
For the power savings these bulbs give, why not just build another freakin' wind farm?
(Or get rid of that smelter to which the Bauxite is shipped from OZ (using diesel...))

And the flickering effect gives some people migraines (I'm told).
And, ultimately, where do the greens egt off, banning the old sort. By all means encourage people to use the new ones. But banning the old ones is way beyond what any government should have power to do.
I use some of the new ones, in palces where I don't want to ahve to change them often. But broken ones just go in the rubbish, I don't recycle (except for the inorganic collections , of course) . I can't be having with sorting rubbish at my time of life.

I'm going to be stocking up on incandescent buls before they're phased out. I don't want powersavers in our bathroom fittings, and the dimmers in the master bedroom and lounge are there for a purpose.
But you're right - it is insanity.
Their figures of power saving seem to be based on the average number of lightbulbs in a NZ house (28?) and an assumption that they'll all be on at once.
Also (furthermore), they forget that lighting is not a big part of the typical household power usage - hotwater and heating would be more. In our household, the PS3 would use more than the lights. In any case, who the fuck are 'they' to tell me what I can and cannot do? I pay my power bills, so I'll use the power for whatever I want to.
