When WILL car drivers ever learn what their horn is for?

i dont really bother with scuffys horn either, as all it seems to do is deafen me somewhat....cagers dont seem to notice it. and yes, like others, i fumble between the lights, passing light, and finally find the horn when theyre a block away and im on a red.
they do seem to be very pointless.....
and im not fond of the whole earphones while driving either! just means they are doubly deaf and distracted. if they have the 'phones in and at the usual idiotic volume, how are they meant to hear anything else....ie, sirens?
