Queensland have just abandoned their old system of learner and restricted licence holder restrictions; essentially there were none. You could quite legally ride a Busa on a learners. Now, instead of going to the LAMS system in place in NSW and VIC, they've gone for a 250cc limit. Same bizarre contradictons of the system currently in NZ; an RS250 is learner legal, but a DR-Z300 is not.
Also in Queensland, you have to have a car license for a year, before you can get a bike license. WA are a bit like NZ - 250's on your restricted - and you can't transfer a NZ Learners - start from scratch!
