I'd imagine all manufacturers keep a database of what they sell,how they were configured, and to whom.

The VIN as follows:
1 HD 1 GN 4 1 7 8 K 111000
The first 1 is market designation 1 = within US and 5 = outside US.
HD = manufacturer.
The 2nd 1 = is vehicle type, 1 = heavy motorcycle 901 cc and larger.
The GN group represents the model.
4 represents engine type, 4 = twin cam 96, 1584cc air-cooled, EFI.
The next 1 = introduction date, 1 = regular, 2 = mid year, 3 = California regular, 4 = cosmetic changes or special intro date, 5 = California/ cosmetic/intro date, 6 = California/mid year.
The 7 is the VIN check digit, can be 0-9 or X.
The 8 here represents model year, 8 = 2008.
The letter is the assembly plant, K = Kansas city, MO USA.
The final group of numbers is the sequential number, and varies.

WTF are you all on about? The frame number identifies the owner of every bike, and where that person lives.
As far as the rest goes, VINs are used in the registration details of all vehicles, so all vehicles can have their ownership history traced.
HD will have a database of what bike with what extras had what frame number when it left the factory, and first purchaser's details in warranty records. As will most vehicle manufacturers.
HD certainly don't have any idea my bike even exists... Land Transport do.
