Hmmm a perfectly adjusted clutch cable... where you can't pull the clutch right in because it snaps...

now i'm assuming that your bike isn't a particularly poorly designed machine here:
every mechanic who's ever adjusted it is either incompetent or thought you wanted it that way, or both (they should have asked).
the lever should come right back to the handle and have a few millimetres play in the cable which you won't have unless you've got the wrong cable fitted.
the clutch may disengage anywhere along that travel to the handle. on my dirtbikes a half pull is typically all that is required, but some road bikes tend to "drag" a bit at max travel due to wear or design or too much slack
by having the cable permanently tensioned it's a miracle that your clutch isn't slipping and the cable lasted as long as it has.
it would've broken with or without interference - either on it's own or as soon as you went to leave that day. if i was you i'd tell the "culprit" not to worry about it
it very likely the fitted cable is too short for the bike and the setting provided was the best they could get, again a typical bike shop fuck up that a newbie owner might not pick up on. this is something you should have been told about by the shop/mechanic and is why i typically dislike mechanics who are vague in explaining what they've "fixed", especially when the bike later breaks in an unreasonably short timeframe.
my "new" bike i got from red baron had the clutch adjusted so that putting her in 1st would stall the bike - mechanics are very capable of fucking up. i've got her to a usable state but will be taking her back to get it rectified at their cost as i cbf taking fairings off to adjust at the clutch end of things.
I'd suggest you do the same.

It wasn't under permanent tension. It wouldn't have broken if some hadn't decided to play with it on Friday. The cable was the correct length. The outer wasn't shagged until it was damage on Friday at the same time the cable broke.
And for you people who have literacy problems, what broke was the weld on the little nipple thing at the end of the cable. I posted that earlier. The cable had been made for me by the guy at Atomic, hence it wasn't as strong as a proper cable to begin with. When I went back there on Saturday to get him to weld it back on he couldn't so decide to make a new one and that is when we found that something was wrong with the outer, the old cable was extremely difficult to get out and a new one couldn't be threaded through. Did I not make that clear when I first posted it?
Thankfully rather than speculating if or what I had done something wrong some of you had actually tried to help and I thank those few whole heartedly.

I don't think that the little solder joint that holds the nipple on should ever just fail, especially only from the force that somebody can put on it with their fingers. I don't know anything about the quality of cables that the guy at Atomic Wreckers makes, but if that's what pulled out then it can't have been a very well-made cable.

I think everyone - in order to have an alternative to their clutch should it break when perfectly installed and adjusted and brand new - should learn how to do a 3minute balanced stoppy at lights/around corners while parking, or work on their inner thigh muscles/gluteals and calf raises to squeeze the bike and lift the rear wheel with their calves. These would mean the back wheel will be allowed to keep rotating at engine idle speed and so not have to flick into Neutral...chicks dig that stuff. it worked-ish for Nacho Libre yar?

If it snapped with a couple 'tuff' tugs, im a guessing that it was on its way to busting after a few 'normal' tugs i.e. on the way home? (seriously...correct me if im wrong)
I would have thought the broken clutch bike owner may have been happy that their clutch was busted in a parked position, rather than while ridin on their way home.
Unless 'culprit' did some exceedingly stressful maneouver with their wrist and clutch... AND owned up? Whoah... faith in humanity restored...ish. Oh who am i kidding hell no.
Without getting into the technicalities of mechanical functios of a bike clutch... i would suggest listening to the postings of a person who has pretty decent rep. (as you can see from mine, no i am not talking about meself...)

We don't need to have inspected your bike as you have told us that your clutch doesn't pull back to the bar, which means it's obviously fucked up in the first place.
