The FIRST consideration should be quality construction, the second should be fit, the third and on should be everything else.

Hi vis doesn't aid your visibility, and if you buy cordura it will already have hi-reflectivity areas built in. They'll look like little black dots applied to the surface, but when you take a flash photo of the jacket at night you'll see how well they work.

Your bike has lights and reflectors. Adding a hi-vis vest just makes you think you're more visible. You'll have the same little surprised moue on your face as the naked chick or the squid in sneakers, jeans, and T-shirt when soccer mum turns in front of you even though you have right of way or the lights in your favour.
