EU regulation.
They're the ones that came up with the extended mudguard stuff (where the guard has to extend down to half the wheel circumference).

It must have been you BD who pulled up next to me (blue ER6N) on that bike at the Mt Eden lights on sunday. Was having an oogle and almost missed my green light!
