Were you just over the year?
I remember well the protests when the initial re-licensing plan was released; not only did the LTSA grant extensions for those with less than a year to their x5th birthday, they also lowered the price significantly.
But the system is a rip-off - 40 NZ pesos for a renewal is about 4 or 5 times what it should be.

Does anyone know what actual month and year the new set up started?

You can pay $500 bucks plus and you need to renew your licence every 5 years........
