Slushing sound from rear shock?

anyone know what causes a rear shock to make a kind of slushing sound when its moved up/down

Air in shock, its probably leaking some oil and the bladder will possibly blow or already has done so.

this sounds expensive.

whats the vicinity of the cost to fix this if i send it your way and what sort of turn around time would i expect?
