It means I don't want to do it (or I don't have the confidence to do it) but I don't have the balls to tell you the truth.

Its a total cop out response & an admission that the sayer dosent have their life under control.
Or that the person keeps getting loaded up with more crap to do because they have a problem saying no to others as well as trying to juggle their own tasks in life. Some people live such full lives that they really don't have much spare time to do other stuff, sometimes you do have to prioritise.

I must say, you sir are smart bugger, wise way beyond your years and I must admit you have taught me a thing or two.
It's about priorities, but it's not just what I have asked you to do, it's about everything you do.
Why does it matter if you understand the difference between being busy and failing to prioritise? Because appreciating that all of life is about priorities, and ranking the things you do allows you to control your life rather than have life control you.
