Riders who wear SFA is one thing, but pillions often have no idea of the risk, the ability of the rider or factor in the "girl on back I best ride flash" effect that all to often comes into play.
Your ACC is high partly because people require tens of thousands of dollars worth of skin grafts and rehab when they go down the road in shorts and t shirt. But its a free country, although everyone else pays for the screw ups.
Are you going to handbag me for drafting along at 60 behind a truck or bus on my bicycle in lycra and the very minimal protection that is the bicycle helmet.

Buying a $1000 leather outfit in order to find out if you like being a pillion would be a bit excessive I think. Although, you have to wonder what possesses someone to jump on a bike behind a guy wearing full body armour and 1.3 mm of leather in just shorts, t-shirt and jandals.
Personally, my first memory of pain was grinding both knees into the hot summer tarmac at the local marina at the tender age of 4. The resulting road rash brought more than just a tear to my eye - I even stopped enjoying my icecream for at least 5 minutes, it was pure agony. And while I may suffer from the occassional nostalgic spell I am not too keen to relive certain memories. As a result it's ATGATT for me - however what risks other people are willing to take on their own behalf is exclusively their business... and I have to give them that when I see the shorts & jandal brigade, while I'm stopped at the lights, sweating in my leathers, I do get a bit envious.

If I said I could reduce our ACC levies by 38% if there was a law enforcing more than just wearing a helmet (by both rider AND pillion).... would that get the support of all the ones saying let the pillion ride that way (without protective clothing) if she wants?

most of the time i ride i wear desent gear, but when I carry a passanger, I simply cant supply them with the full set of protective equipment. Infact I only give then a helmet.

I think she's talking about the Health & Safety Due Care directives... If they pull off at the lights she's morally culpable for not pointing out that she's putting herself in harms way by wearing inappropriate clothing...
